Turkey were vindicated when the NATO summit in Lisbon on the missile shield.

The Turkish press says, these days, that Turkey were vindicated during the NATO summit, held in Lisbon on 19 and 20 November: the missile shield that must be put in place to protect the European territory does not specifically designate Iran as a potential threat. For several weeks, Ankara expressing strong reservations about this project, hoping it developed under the auspices of NATO, not only the United States of America, and that all members of the Alliance could benefit . But it was the idea that the concept paper, extending this initiative to the defense of European territory, to designate targets, which worries the Turkish diplomacy.

The BMD is actually the latest in a long series of U.S. plans to protect U.S. (or allies) of an attack by intercontinental missiles. Initiated in the 1950s at the height of the Cold War, this idea has been regularly adapted to changing the threat or the supposed Soviet threat. In the early 1980s, Ronald Reagan revived, very media, with the famous SDI (SDI), better known then as the "Star Wars". After the end of the Cold War, the operation seemed to lose its raison d'etre. Yet, the fear of an attack much more limited arrival of Eurasia (especially North Korea or Iran) that has justified past ten years, reviving the debate on the subject and the development of a new defense system that President Obama has sought to extend to Europe, given the risk posed by the proliferation of missiles Short and medium range. This system is however smaller than those developed at the end of the bipolar world, in addition to the arsenal (networks of radars and interceptor missiles), which must be implemented, is on the ground and not in the space.

Even though it has developed an ambitious three-year policy of good neighborhood and has ceased to pose as mediating power, Turkey fears that the missile shield is in place in a delicate position with respect to its neighbors or countries with which it maintains a growing cooperation in the economic and political. The a priori unfavorable manifested What China and Russia against the shield in Ankara have confirmed the prejudices they might have. But the fact that the U.S. had given pledges to these powers to make them understand that they were not covered by the project, was not totally reassured Turkey. For, even as Russia participates At the Lisbon summit to see how his own defense system could be connected to the missile shield, it is in fact became even clearer that the main target of the latter is constituted by "rogue states" of Eurasia, with a limited arsenal that would by no less a threat. But the idea that the document to be adopted by NATO during the summit in Lisbon, can directly designate the Islamic Republic as a threat to Turkey appears untenable, just as she has just withdrawn from Tehran the list of countries that constitute a threat, and included in its official policy document ("document of national security").

In recent weeks, the non-referral of Iran as a threat, has become an absolute requirement for Ankara, conditioning his final signature. It seems that the United States and NATO members have agreed not to designate any country a threat in the document to be endorsed in Lisbon. If such information is confirmed, it will show that Turkey acquires a more specific within the Alliance, which allows him to live a logical defense interests integrated with new and more specific regional power.
